

Who We Are
Mission: To provide person and family-centered supports for individuals with developmental disabilities to maximize opportunities and choices for living, working, learning, and recreating in the community.
Tri-Counties Regional Center is one of twenty-one non-profit regional centers in California providing lifelong services and supports for people with developmental disabilities residing in San Luis Obispo, Santa Barbara and Ventura Counties. We use person centered thinking principles in our work with persons served as well as in our relationships with colleagues and community partners. We live by our mission and vision, adhere to our Code of Ethics, exceed requirements of our performance contract with the State and implement our own Strategic Performance Plan.
What We Do
The Regional Center operates two separate programs, each with different eligibility rules. The Early Start program is for infants, birth to 36 months. The other program is for persons over 3 years of age who have a developmental disability. Each person referred to the Regional Center will be considered for services in one of these two programs. To be eligible for services, a person must have a disability that begins before the person’s 18th birthday, be expected to continue indefinitely and present a substantial disability as defined in Section 4512 of the California Welfare and Institutions Code. Eligibility is established through diagnosis and assessment performed by regional centers.
